One quick way I perceive ...
One quick way I perceive for having multiple goals is to keep track of multiple such weighted maps one for player, one for health , etc and then have AI logic over it to decide between which goals have more priority and perform that task first.

I agree with you however considering IceFrog has entire reigns to the project, it would only be possible for him to implement the initial vision of the game as well as release this year. Experimentation would take them another year or more in development. Considering what Valve was able to ...

I really loved the first ...
I really loved the first level of Demons Souls ending with the Phalanx boss cause it really taught me everything I needed to know to complete the game .....well almost : The first level itself was a very satisfying experience.
