As far as an ability build, the following chart outlines what abilities you should get at each level:

A well known fact among the MOBA community, the best ability to take is the disable because if the enemy makes a mistake, you can punish him dearly for it by focing him out of lane or even killing them. Sticky Lava is easily the best for that purpose and since the slow scales with every level, you should try to max that first.

I decided that Fire Storm is the most useless early game as it is only good during team fights since it's a large AoE damage aura.

Life Grab is definitely good early for early lane sustain so that you can be agressive and keep your health up.

And like always, take your ultimate at level 6-11-16.

For Items, since he is a nuking support, he is going to take the general support items:

Arcane Boots->Blood Stone->Force Staff->
Orchid Malevolence->Eul's Scepter->Scythe of Vice

The Arcane boots are definitely a staple for supports for obvious reasons of keeping not only yourself but your lane partner topped off on mana.

Bloodstone is another staple as it gives you a lot of mana regen and health regen and makes you very difficult for you to die.

Force staff is another good support item as it can help you initiate with your ult as well as get you out of sticky situations and other team mates and catching enemies out of position.

Orchid is good for adding some dps as well as greater nuking potential with it's active ability.

Eul's is just a generally good disabling item as well as Scythe of Vyse.

Just like all item builds, these are just recommendations as each game will have different needs. I could see that if you were in a solo lane, you could want an Etheral Blade. If you were going to go into a more full support role, Mechanism would be a good choice as well as a Pipe of Insight.

In Conclusion:

Vatra: The Vengeful Imp. After spending a semester thinking up ideas, I finally came up with him. A nuking lane support that could also hold his own in a solo lane.

The main problems I faced were definitely just starting. Since there are so many characters in Dota 2 and the characters are still being imported from Dota 1, I had to try and figure out what is missing from an already huge line-up of characters.

Another problem I had was balancing the abilities. Since I can't make the character in game to have testing time for balancing, I had to do a lot of number crunching to try and make sure that I wasn't making it unplayable or too over-powered.
